Narrative:

At approximately amxx on mar/xx/95, we (myself, another pilot and an observer, all with headsets), were flying from F-91 to vance AFB, ok, with a ppr number. As we neared the cimmarron river, (southwest of vance), I contacted vance approach, who then cleared us for a visual approach to vance runway 35R. At approximately 8 NM out vance approach handed me off to vance tower on 128.4. I changed frequencys on #1 communication radio to the assigned frequency then said, 'vance tower xx with you. We immediately heard, (2-3 seconds later), xx. No more, no less. I turned onto base leg and attempted to contact vance tower to advise of position and received no response. I stayed at approximately 100 KT airspeed due to the customary high speed jet traffic. I attempted to contact the tower several times during the approach (still at approximately 100 KT airspeed after the turn to final approach I made 4 more attempts to contact vance tower then made a missed approach and contacted vance approach. At this point, approach advised he had given me the wrong frequency and gave the correct frequency. (As published on the sectional). As we landed, the tower operator asked me to call the tower. The gentleman I talked to on the phone said approach had given me the wrong frequency and that I had 'busted the rsu' airspace, (a 10 NM, radius from the centerline of runway 35C, then west, to north, to the centerline of runway 17C). This is not published on the current sectional, (wichita), the arc also extends outside the published restr box on the sectional. During the flight time in contact with vance approach, we were in a straight line flight to a point centered on vance AFB until the turn to an easterly heading for setting up base leg. My 'right seater (pilot' and back seater confirmed later that they had heard no indication of 'trouble' on the radio. There was very little communication radio traffic at the time of the incident on any of the frequencys. When I was on the phone, the tower controller told me I was not a hazard to other aircraft, as he had me on radar. The approach controller left us on a 1200 squawk (VFR) on the transponder. We, (myself or my right seater) never saw a light from the tower which gave no further indication as to the problem. We were watching for other aircraft due to speed differential. I did pass the information to our lo at tinker for future flts to vance. I have flown into several military bases, (altus AFB, tinker AFB, ft sill, etc.) on numerous occasions and have found that it is not unusual to gain clearance to land at approximately 1/2 (one- half) mi and 400 ft (altitude) from the approach end of the runway. At military bases, I normally keep my speed up as to blend in more with high speed traffic at approach. I will have my backup radio set to previous frequency for a (speedy) xchk, if this type situation ever happens again and ask for verbal confirmation sooner, (as to 3RD request that goes unanswered). This time I requested clearance to land upon entering base leg, and a minimum of 4 times as I turned final. Flight service had no NOTAMS for this operational (rsu) 10 mi radius, during the preflight call and filing of the flight plan.

Title: PLT OF AN SMA SEL ERRONEOUSLY ENTERED A RESTR AREA DUE TO BEING GIVEN THE WRONG TWR FREQ BY APCH CTL.

Narrative: AT APPROX AMXX ON MAR/XX/95, WE (MYSELF, ANOTHER PLT AND AN OBSERVER, ALL WITH HEADSETS), WERE FLYING FROM F-91 TO VANCE AFB, OK, WITH A PPR NUMBER. I TURNED ONTO BASE LEG AND ATTEMPTED TO CONTACT VANCE TWR TO ADVISE OF POS AND RECEIVED NO RESPONSE. I STAYED AT APPROX 100 KT AIRSPD DUE TO THE CUSTOMARY HIGH SPD JET TFC. I ATTEMPTED TO CONTACT THE TWR SEVERAL TIMES DURING THE APCH (STILL AT APPROX 100 KT AIRSPD AFTER THE TURN TO FINAL APCH I MADE 4 MORE ATTEMPTS TO CONTACT VANCE TWR THEN MADE A MISSED APCH AND CONTACTED VANCE APCH. AT THIS POINT, APCH ADVISED HE HAD GIVEN ME THE WRONG FREQ AND GAVE THE CORRECT FREQ. (AS PUBLISHED ON THE SECTIONAL). AS WE LANDED, THE TWR OPERATOR ASKED ME TO CALL THE TWR. WHEN I WAS ON THE PHONE, THE TWR CTLR TOLD ME I WAS NOT A HAZARD TO OTHER ACFT, AS HE HAD ME ON RADAR. THE APCH CTLR LEFT US ON A 1200 SQUAWK (VFR) ON THE XPONDER. WE, (MYSELF OR MY R SEATER) NEVER SAW A LIGHT FROM THE TWR WHICH GAVE NO FURTHER INDICATION AS TO THE PROB. WE WERE WATCHING FOR OTHER ACFT DUE TO SPD DIFFERENTIAL. AT MIL BASES, I NORMALLY KEEP MY SPD UP AS TO BLEND IN MORE WITH HIGH SPD TFC AT APCH.
