Narrative:

We taxied out of parking with ground instructions to 'taxi to runway 28R.' as we approached the intersection of taxiway delta and taxiway alpha (parallel) sbound, the ground controller told us to hold short of the intersection and at the same time the first officer told me (shouted) to 'stop.' our taxi speed was slow and with full brakes I stopped the aircraft in a few (less than 5) ft. I then saw on the parallel taxiway a piper cherokee travelling eastbound at a high rate of speed taxiing to runway 28R. The cherokee made no attempt to slow down or stop. I doubt at the speed he was taxiing if he could have stopped. The controller then thanked us for our cooperation and the late call. Tower was working an emergency at the time and saw the situation late, but if the cherokee had been taxiing in a safe reasonable way the situation would not have occurred or would not have been as potentially dangerous. Another extenuating circumstance was that the setting sun made it difficult to see the cherokee (tan and brown paint).

Title: LATE HOLD SHORT CLRNC FROM GND CTL CAUSED CONFLICT WITH OTHER ACFT.

Narrative: WE TAXIED OUT OF PARKING WITH GND INSTRUCTIONS TO 'TAXI TO RWY 28R.' AS WE APCHED THE INTXN OF TXWY DELTA AND TXWY ALPHA (PARALLEL) SBOUND, THE GND CTLR TOLD US TO HOLD SHORT OF THE INTXN AND AT THE SAME TIME THE FO TOLD ME (SHOUTED) TO 'STOP.' OUR TAXI SPD WAS SLOW AND WITH FULL BRAKES I STOPPED THE ACFT IN A FEW (LESS THAN 5) FT. I THEN SAW ON THE PARALLEL TXWY A PIPER CHEROKEE TRAVELLING EBOUND AT A HIGH RATE OF SPD TAXIING TO RWY 28R. THE CHEROKEE MADE NO ATTEMPT TO SLOW DOWN OR STOP. I DOUBT AT THE SPD HE WAS TAXIING IF HE COULD HAVE STOPPED. THE CTLR THEN THANKED US FOR OUR COOPERATION AND THE LATE CALL. TWR WAS WORKING AN EMER AT THE TIME AND SAW THE SIT LATE, BUT IF THE CHEROKEE HAD BEEN TAXIING IN A SAFE REASONABLE WAY THE SIT WOULD NOT HAVE OCCURRED OR WOULD NOT HAVE BEEN AS POTENTIALLY DANGEROUS. ANOTHER EXTENUATING CIRCUMSTANCE WAS THAT THE SETTING SUN MADE IT DIFFICULT TO SEE THE CHEROKEE (TAN AND BROWN PAINT).
