Narrative:

Small transport X had filed an IFR flight plan to mli but when I requested a VFR clearance instead and the clearance delivery person said 'it would be awhile before he could do that' so I took my IFR clearance. I was told to monitor and repeated back frequency 121.65 nothing was said that was the incorrect frequency. Finally I asked if this was the correct frequency and was told 121.75 was the correct one. Also on ATIS was saying ground metering was 121.67. After coming up on 121.75 I was asked if I was ready to taxi and I said yes. The ground metering person instructed me to taxi out of the ramp then use delta to bravo to the bridge. I repeated this back to him. Nothing was said until I taxied west on bravo then the controller got extremely upset because he wanted me to taxi north on bravo. After repeating the new taxi instructions 3 times the controller got that more upset. (The new instructions were bravo to microphone 2 tango 2) at this point I asked for help or progressive, he still seemed very upset and then told me to contact tower 126.90. At this point the tower helped me to runway 32L. I should have asked for a direction on bravo (turn left or right) and or which runway they were taxing me to. There also seems to be a 'dead spot' as far as radio communications where the controller got upset. The ground controller should have told me what runway I was taxing to that would have solved most of the problem. The tower controller was very courteous and helpful without getting upset. Maybe the ground controller did or did not see me go by my taxiway I don't know but if he would have asked me to do a 180 degree turn when I passed it up, (no one was behind me) we would not have had the radio 'problem.'

Title: SMT X COMPLIANCE WITH ATC INSTRUCTION TAXI INSTRUCTIONS.

Narrative: SMT X HAD FILED AN IFR FLT PLAN TO MLI BUT WHEN I REQUESTED A VFR CLRNC INSTEAD AND THE CLRNC DELIVERY PERSON SAID 'IT WOULD BE AWHILE BEFORE HE COULD DO THAT' SO I TOOK MY IFR CLRNC. I WAS TOLD TO MONITOR AND REPEATED BACK FREQ 121.65 NOTHING WAS SAID THAT WAS THE INCORRECT FREQ. FINALLY I ASKED IF THIS WAS THE CORRECT FREQ AND WAS TOLD 121.75 WAS THE CORRECT ONE. ALSO ON ATIS WAS SAYING GND METERING WAS 121.67. AFTER COMING UP ON 121.75 I WAS ASKED IF I WAS READY TO TAXI AND I SAID YES. THE GND METERING PERSON INSTRUCTED ME TO TAXI OUT OF THE RAMP THEN USE DELTA TO BRAVO TO THE BRIDGE. I REPEATED THIS BACK TO HIM. NOTHING WAS SAID UNTIL I TAXIED W ON BRAVO THEN THE CTLR GOT EXTREMELY UPSET BECAUSE HE WANTED ME TO TAXI N ON BRAVO. AFTER REPEATING THE NEW TAXI INSTRUCTIONS 3 TIMES THE CTLR GOT THAT MORE UPSET. (THE NEW INSTRUCTIONS WERE BRAVO TO MIKE 2 TANGO 2) AT THIS POINT I ASKED FOR HELP OR PROGRESSIVE, HE STILL SEEMED VERY UPSET AND THEN TOLD ME TO CONTACT TWR 126.90. AT THIS POINT THE TWR HELPED ME TO RWY 32L. I SHOULD HAVE ASKED FOR A DIRECTION ON BRAVO (TURN L OR R) AND OR WHICH RWY THEY WERE TAXING ME TO. THERE ALSO SEEMS TO BE A 'DEAD SPOT' AS FAR AS RADIO COMS WHERE THE CTLR GOT UPSET. THE GND CTLR SHOULD HAVE TOLD ME WHAT RWY I WAS TAXING TO THAT WOULD HAVE SOLVED MOST OF THE PROB. THE TWR CTLR WAS VERY COURTEOUS AND HELPFUL WITHOUT GETTING UPSET. MAYBE THE GND CTLR DID OR DID NOT SEE ME GO BY MY TXWY I DON'T KNOW BUT IF HE WOULD HAVE ASKED ME TO DO A 180 DEG TURN WHEN I PASSED IT UP, (NO ONE WAS BEHIND ME) WE WOULD NOT HAVE HAD THE RADIO 'PROB.'
