Narrative:

The ground lighting in sfo is not adequate for CAT III operations and should be upgraded. Callback conversation with reporter revealed the following information: reporter stated sea has low visibility taxi rtes when the visibility is below 1200 ft on RVR. Sfo and lax do not. Sfo operations officer stated there is an advisory circular number 120.57 which covers this subject. Taxi rtes during low visibility operations, RVR less than 1200 ft. Facilities have been granted an extension for implementation until jan/96.
