Narrative:

Aircraft was dispatched with ventral stairs inoperative. Arrival at jan fuel remaining was 15800 pounds. Required block fuel was 16000 pounds. Company policy allows minimum dispatch level of 500 pounds less - 15500 pounds required to dispatch we had 15800 pounds - all legal. We couldn't top off due to maintenance carry over (can't refuel without ventral stairs down - couldn't lower them without requiring a maintenance inspection). In the process of coordinating with operations, helping out with boarding (they were short of personnel) and loading freight preflight, checklists, trying to make up time, (we were late) I did not confirm fuel load (as required) with fueling slip - even though we did not refuel. This is an important xchk. We were legal, we arrived at next station with twice the required far reserve, but I did not do my job of xchking fuel with the fuel slip. Cutbacks in operations, maintenance, at airlines are requiring pilots to do more than just go from a to B. In the future, I'll go late or not at all - rushing around is not worth compromising procedures.
