Narrative:

While flying over and outside of the city limits of the nearest town, I possibly went below VFR minimum, safe altitude for congested area, as written in far 91.119. If the area in which I flew over is considered other than congested area, I have not made an infraction. At the time while flying, I believed the area to be an other than congested area. I believe far 91.119 should be more specific in defining congested and other than congested areas.

Narrative: WHILE FLYING OVER AND OUTSIDE OF THE CITY LIMITS OF THE NEAREST TOWN, I POSSIBLY WENT BELOW VFR MINIMUM, SAFE ALT FOR CONGESTED AREA, AS WRITTEN IN FAR 91.119. IF THE AREA IN WHICH I FLEW OVER IS CONSIDERED OTHER THAN CONGESTED AREA, I HAVE NOT MADE AN INFRACTION. AT THE TIME WHILE FLYING, I BELIEVED THE AREA TO BE AN OTHER THAN CONGESTED AREA. I BELIEVE FAR 91.119 SHOULD BE MORE SPECIFIC IN DEFINING CONGESTED AND OTHER THAN CONGESTED AREAS.
