Narrative:
IFR flight from haf, va to mie, in, with possible stop before final destination of ekm, in. WX at ekm, sbn, in was 1000 ft overcast, 3/4 mi light rain and fog, sbn - 700 ft overcast 1 mi, fog temperature 32 degrees. Due to this I stayed on a southerly route - morgantown, dayton, mie. At 5000 ft MSL, checked WX in flight and beyond morgantown, mie, had dropped to 600 ft overcast, fog 3 mi, with winds from southeast at 14-16 KTS. Indy radar was out so had to fly v-rtes verses RNAV direct. Dayton approach did not turn me over to ZID till about 8-10 mi to winno intersection on V-192. The time the controller established that I wanted the ILS runway 32 to mie I was about 3-4 mi to winno. She gave me the heading and I requested a good run at the marker since I was right at my personal minimums 600 ft, 2-3 mi with the winds, stronger than reported, a miss at mie by another plane, and a second one holding. I had been solid for approximately 3 hours, as she cleared me for the ILS runway 32 mie, although plane was slowed up, with the downwind approach, I blew through the localizer and by the time I got back on localizer, was too high at the marker, mie tower now reporting 500 ft and 1 mi. Therefore, I declared a miss, powered up and the automatic trim was stuck nose high. Approach/or center also gave me a block altitude of 3-4000 ft. After getting airplane under control, I declared emergency since I was not sure of the total problem, I requested vectors for indy international. All controllers tower, approach people were very helpful and reassuring and I completed ILS runway 23R to indy without further incident. My thanks to all. Completed trip to ekm on mar/xx/95 am.

I HAD BEEN SOLID FOR APPROX 3 HRS, AS SHE CLRED ME FOR THE ILS RWY 32 MIE, ALTHOUGH PLANE WAS SLOWED UP, WITH THE DOWNWIND APCH, I BLEW THROUGH THE LOC AND BY THE TIME I GOT BACK ON LOC, WAS TOO HIGH AT THE MARKER, MIE TWR NOW RPTING 500 FT AND 1 MI. THEREFORE, I DECLARED A MISS, POWERED UP AND THE AUTO TRIM WAS STUCK NOSE HIGH. APCH/OR CTR ALSO GAVE ME A BLOCK ALT OF 3-4000 FT. AFTER GETTING AIRPLANE UNDER CTL, I DECLARED EMER SINCE I WAS NOT SURE OF THE TOTAL PROB, I REQUESTED VECTORS FOR INDY INTL. ALL CTLRS TWR, APCH PEOPLE WERE VERY HELPFUL AND REASSURING AND I COMPLETED ILS RWY 23R TO INDY WITHOUT FURTHER INCIDENT. MY THANKS TO ALL. COMPLETED TRIP TO EKM ON MAR/XX/95 AM.
