Narrative:

I was the PNF on a flight to ithaca, ny. This was a ferry flight to reposition the aircraft with no flight attendants or passenger on board. ATIS at ith 3 overcast 3/4 s-bs 330 degrees 15 KTS all within minimums. Braking action was reported as poor on the runway by 2 commuter aircraft and a vehicle. No braking action was reported for the txwys. On final approach the winds were reported from 330 degrees at 20 KTS for runway 32, still within our minimums of 10 KT maximum crosswind when braking action poor. Approach and landing were uneventful with the braking action very poor. Aircraft was taxied slowly off the runway at the end with a turn on to the parallel taxiway for taxi to the terminal. The taxiway ahead had a jog in it to the left and back right. The aircraft made the left turn ok but then the strong wind caught the vertical stabilizer and with braking action nil on the icy taxiway the aircraft could not be steered back right and the left main gear and nosewheel departed the left side of the taxiway. The captain had tried right engine reverse and differential braking to try to control the aircraft all to no avail. Operations was notified and airport personnel were able to pull the aircraft back on to the taxiway with a tug with chains on the tires. Maintenance inspected the aircraft and found no damage, also there was no damage to any airport equipment such as taxiway lights. Contributing to this incident was the fact that we were very light due to no passenger and tail heavy reducing the effect of the nosewheel steering. We were the first jet landing that morning and no aircraft had yet taxied where we went off. I feel it's the responsibility of the airport manager to keep txwys plowed and sanded and to make timely braking action reports by vehicle. In this case they did for the runway but not the txwys leading to an unsafe situation. Supplemental information from acn 298433: the braking action on this taxiway was nil and had not been sanded or the sand did not stick due to the prevailing winds.

Title: ICY TXWY, WIND GUST AND POSSIBLE EXCESSIVE TAXI SPD ACFT DEPARTED TXWY. TOWED FROM THERE WITH NO DAMAGE.

ON FINAL APCH THE WINDS WERE RPTED FROM 330 DEGS AT 20 KTS FOR RWY 32, STILL WITHIN OUR MINIMUMS OF 10 KT MAX XWIND WHEN BRAKING ACTION POOR. APCH AND LNDG WERE UNEVENTFUL WITH THE BRAKING ACTION VERY POOR. ACFT WAS TAXIED SLOWLY OFF THE RWY AT THE END WITH A TURN ON TO THE PARALLEL TXWY FOR TAXI TO THE TERMINAL. THE TXWY AHEAD HAD A JOG IN IT TO THE L AND BACK R. THE ACFT MADE THE L TURN OK BUT THEN THE STRONG WIND CAUGHT THE VERT STABILIZER AND WITH BRAKING ACTION NIL ON THE ICY TXWY THE ACFT COULD NOT BE STEERED BACK R AND THE L MAIN GEAR AND NOSEWHEEL DEPARTED THE L SIDE OF THE TXWY. THE CAPT HAD TRIED R ENG REVERSE AND DIFFERENTIAL BRAKING TO TRY TO CTL THE ACFT ALL TO NO AVAIL. OPS WAS NOTIFIED AND ARPT PERSONNEL WERE ABLE TO PULL THE ACFT BACK ON TO THE TXWY WITH A TUG WITH CHAINS ON THE TIRES. MAINT INSPECTED THE ACFT AND FOUND NO DAMAGE, ALSO THERE WAS NO DAMAGE TO ANY ARPT EQUIP SUCH AS TXWY LIGHTS. CONTRIBUTING TO THIS INCIDENT WAS THE FACT THAT WE WERE VERY LIGHT DUE TO NO PAX AND TAIL HEAVY REDUCING THE EFFECT OF THE NOSEWHEEL STEERING. WE WERE THE FIRST JET LNDG THAT MORNING AND NO ACFT HAD YET TAXIED WHERE WE WENT OFF. I FEEL IT'S THE RESPONSIBILITY OF THE ARPT MGR TO KEEP TXWYS PLOWED AND SANDED AND TO MAKE TIMELY BRAKING ACTION RPTS BY VEHICLE. IN THIS CASE THEY DID FOR THE RWY BUT NOT THE TXWYS LEADING TO AN UNSAFE SIT. SUPPLEMENTAL INFO FROM ACN 298433: THE BRAKING ACTION ON THIS TXWY WAS NIL AND HAD NOT BEEN SANDED OR THE SAND DID NOT STICK DUE TO THE PREVAILING WINDS.
