Narrative:

After takeoff, hit large flock of sea gulls that were not visible during takeoff roll. They appeared as we penetrated low lying clouds. We observed surging on both engines. Loss of power on left engine, right engine continued to run well. Performed checklists, shut down left engine. Could not land runway 1 due to low visibility. Received vectors, flew the ILS for landing on runway 28. Inspected by crash crew after runway turnoff. Taxi to gate.
