Narrative:

This incident involved 3 aircraft, air carrier X, our flight, air carrier Y and another (air carrier Z) flight. Air carrier X and air carrier Y were being vectored to the runway 27 approach at tlh. The second, air carrier Z flight was off frequency being vectored for departure from tlh. We were on a 180 degree heading at 4000 ft and air carrier Y was south of our position on a northerly heading. We were northeast of airport. We were given clearance to descend to 2000 ft and then told to disregard. Controller then tried to give air carrier Y a descent but used call sign air carrier Y. Subsequently the controller said air carrier Y turn left to 090 degrees. Neither us or air carrier Y acknowledged any calls. The controller made 3 or 4 calls saying 'air carrier Y turn left to 090 degrees.' we thought he was calling the other air carrier Z flight. The controller finally got the call signs correct and issued us an 'immediate left turn to 090 degrees.' we acknowledged this call and turned as rapidly as possible. About the time we got that call we observed another aircraft on TCASII (which turned out to be air carrier Y) at our 12 O'clock position approximately 4 mi, and 500 ft below our altitude.

Title: FLC OF AN MLG WERE DELAYED IN RESPONDING TO AN ATC REQUESTED HDG CHANGE DUE TO THE CTLR MIXING UP THE CALL SIGNS.

Narrative: THIS INCIDENT INVOLVED 3 ACFT, ACR X, OUR FLT, ACR Y AND ANOTHER (ACR Z) FLT. ACR X AND ACR Y WERE BEING VECTORED TO THE RWY 27 APCH AT TLH. THE SECOND, ACR Z FLT WAS OFF FREQ BEING VECTORED FOR DEP FROM TLH. WE WERE ON A 180 DEG HDG AT 4000 FT AND ACR Y WAS S OF OUR POS ON A NORTHERLY HDG. WE WERE NE OF ARPT. WE WERE GIVEN CLRNC TO DSND TO 2000 FT AND THEN TOLD TO DISREGARD. CTLR THEN TRIED TO GIVE ACR Y A DSCNT BUT USED CALL SIGN ACR Y. SUBSEQUENTLY THE CTLR SAID ACR Y TURN L TO 090 DEGS. NEITHER US OR ACR Y ACKNOWLEDGED ANY CALLS. THE CTLR MADE 3 OR 4 CALLS SAYING 'ACR Y TURN L TO 090 DEGS.' WE THOUGHT HE WAS CALLING THE OTHER ACR Z FLT. THE CTLR FINALLY GOT THE CALL SIGNS CORRECT AND ISSUED US AN 'IMMEDIATE L TURN TO 090 DEGS.' WE ACKNOWLEDGED THIS CALL AND TURNED AS RAPIDLY AS POSSIBLE. ABOUT THE TIME WE GOT THAT CALL WE OBSERVED ANOTHER ACFT ON TCASII (WHICH TURNED OUT TO BE ACR Y) AT OUR 12 O'CLOCK POS APPROX 4 MI, AND 500 FT BELOW OUR ALT.
