Narrative:

I am a helicopter pilot, employed by a local tv station. I was dispatched to luke AFB, to get aerial shots of the aftermath of a midair between 2, F16's at luke. ATC (luke tower) would not approve entry into class D airspace, so I flew over-the-top. Above the vertical limit of the luke class D (3600 ft MSL). Luke obtained a temporary flight restr to 15000 ft MSL. When luke tower broadcast this, I immediately departed the area. However, for about 2 min. The time it took to exit the 5 mi lateral limit, I was inside the temporary flight restr temporary flight restr. I feel the air force abused the intended use of a temporary flight restr. I believe the us air force wanted to keep the eyes of the public off of an embarrassing loss of a $20 million aircraft. There was no safety reason for a temporary flight restr. No rescue aircraft -- no aircraft other than tv news. Rescue personnel, on the ground, stood near the wreckage, at ease, but the us air force wanted tv cameras 15000 ft away! As a 13 yr tv news helicopter pilot veteran -- I have seen this many times, it is an abuse of power, a 'pr ploy' by the air force to conceal information from the public! The FAA should carefully screen temporary flight restr requests, from various agencies, and follow-up with an investigation. Local police are also guilty, at times, with the same abuse of power.

THE FAA SHOULD CAREFULLY SCREEN TEMPORARY FLT RESTR REQUESTS, FROM VARIOUS AGENCIES, AND FOLLOW-UP WITH AN INVESTIGATION. LCL POLICE ARE ALSO GUILTY, AT TIMES, WITH THE SAME ABUSE OF PWR.
