Cleared to descend to 16000 ft, altimeter 29.48. I set 29.48 on my altimeter and captain set 30.48. Aircraft leveled at 16000 ft on captain's altimeter and 15000 ft on first officer altimeter. Altitude had been set and agreed to and altitude selector and altimeter had been agreed to as 29.48 but crew was busy and never crosschecked altimeter settings and checklist (descent) was not completed.
