Narrative:

During taxi out from gate at albany county airport, I taxied without clearance to an active runway 19 and crossed an active runway 28, also without clearance. Subsequent tape playback by ATC ground, frequency 121.7, showed no xmissions made by me to request taxi clearance and none given by ground control. No aircraft conflict occurred either on txwys or on active runway crossing on runway 28. ATC declined to press any enforcement issue and investigation stopped and ended chain of events. First officer was off frequency and was not in the loop during initial taxi out and could not contribute positively in events reconstruction for that critical time. Despite no xmissions received or given on ground control, I still believe I transmitted and received taxi clearance to runway 19. I cannot, however, confirm that I was on 121.7 during this event in my own conscious memory. I suspect, but cannot prove that I was on 127.5, clearance delivery when I made the request for and clearance to taxi at albany, and that I got clearance to taxi from a taxi controller who was also handling clearance delivery, or since there have been instances where competing commuter aircraft have been highly suspect in interfering with our xmissions (blocking, etc) in our route system, that there is even a possibility of receiving a bogus clearance off my erroneous call for taxi on 127.5. I did not push the issue for playback of the 127.5 tape, since albany declined enforcement and I did not wish to bristle any additional hard feelings with ATC, especially since they expressed understanding for my error in not calling on 121.7. Therefore, I did not tell them of my suspicion about 127.5.

Narrative: DURING TAXI OUT FROM GATE AT ALBANY COUNTY ARPT, I TAXIED WITHOUT CLRNC TO AN ACTIVE RWY 19 AND CROSSED AN ACTIVE RWY 28, ALSO WITHOUT CLRNC. SUBSEQUENT TAPE PLAYBACK BY ATC GND, FREQ 121.7, SHOWED NO XMISSIONS MADE BY ME TO REQUEST TAXI CLRNC AND NONE GIVEN BY GND CTL. I DID NOT PUSH THE ISSUE FOR PLAYBACK OF THE 127.5 TAPE, SINCE ALBANY DECLINED ENFORCEMENT AND I DID NOT WISH TO BRISTLE ANY ADDITIONAL HARD FEELINGS WITH ATC, ESPECIALLY SINCE THEY EXPRESSED UNDERSTANDING FOR MY ERROR IN NOT CALLING ON 121.7. THEREFORE, I DID NOT TELL THEM OF MY SUSPICION ABOUT 127.5.
