Narrative:

I was working ground control for air carrier company departure push. This can get quite busy. Air carrier X (B727) taxied from the ramp onto an active taxiway without clearance. One aircraft behind the B727 had clearance and had to stop while I attempted to identify the aircraft sitting on the taxiway in front of him. This is an ongoing problem with pilots from this company. This exact scenario has occurred numerous times. I complained to the supervisor on duty and said I wanted a deviation filed on the pilot. The supervisor refused. The assistant manager for plans and procedures also refused. The natca rep said he 'would do what I can.' I was later told the tapes were pulled and company was called via telephone and the matter was dropped. Management at mem has always handled company in this manner. Has been shown favoritism repeatedly and a real problem exists.

Title: ACR X TAXIED ONTO CTLED TXWY WITHOUT CLRNC.

Narrative: I WAS WORKING GND CTL FOR ACR COMPANY DEP PUSH. THIS CAN GET QUITE BUSY. ACR X (B727) TAXIED FROM THE RAMP ONTO AN ACTIVE TXWY WITHOUT CLRNC. ONE ACFT BEHIND THE B727 HAD CLRNC AND HAD TO STOP WHILE I ATTEMPTED TO IDENTIFY THE ACFT SITTING ON THE TXWY IN FRONT OF HIM. THIS IS AN ONGOING PROB WITH PLTS FROM THIS COMPANY. THIS EXACT SCENARIO HAS OCCURRED NUMEROUS TIMES. I COMPLAINED TO THE SUPERVISOR ON DUTY AND SAID I WANTED A DEV FILED ON THE PLT. THE SUPERVISOR REFUSED. THE ASSISTANT MGR FOR PLANS AND PROCS ALSO REFUSED. THE NATCA REP SAID HE 'WOULD DO WHAT I CAN.' I WAS LATER TOLD THE TAPES WERE PULLED AND COMPANY WAS CALLED VIA TELEPHONE AND THE MATTER WAS DROPPED. MGMNT AT MEM HAS ALWAYS HANDLED COMPANY IN THIS MANNER. HAS BEEN SHOWN FAVORITISM REPEATEDLY AND A REAL PROB EXISTS.
