Narrative:

Since the aim went to a revision system, the revisions to the aim arrive some time after the effective date of the revision. For example, change 3 to the aim (effective dec/xx/94) arrived at my home on dec/yy/94). One cause of the problem may be the use of third class bulk mail. Callback conversation with reporter revealed the following information: reporter states he was a member of the atpac committee when it was first formed and he has a very special interest in aviation safety. He feels pilots should receive the revisions ahead of the effective date to be able to study and learn what those changes are. Since they are sent bulk mail, they are received often 2 weeks late. It is his belief that controllers receive their copies with first class postage. Since this is a 4-TIMES per yr revision service it can cause problems with controllers working with 1 set of information and pilots another. If the cost of first class mail is the problem, he believes that cost should be added to the subscription so revisions arrive prior to the effective date. Reporter has tried the address in front of aim with no response to his queries.

Title: PROBS WITH AIM REVISIONS ARRIVING AFTER THE EFFECTIVE DATE.

Narrative: SINCE THE AIM WENT TO A REVISION SYS, THE REVISIONS TO THE AIM ARRIVE SOME TIME AFTER THE EFFECTIVE DATE OF THE REVISION. FOR EXAMPLE, CHANGE 3 TO THE AIM (EFFECTIVE DEC/XX/94) ARRIVED AT MY HOME ON DEC/YY/94). ONE CAUSE OF THE PROB MAY BE THE USE OF THIRD CLASS BULK MAIL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES HE WAS A MEMBER OF THE ATPAC COMMITTEE WHEN IT WAS FIRST FORMED AND HE HAS A VERY SPECIAL INTEREST IN AVIATION SAFETY. HE FEELS PLTS SHOULD RECEIVE THE REVISIONS AHEAD OF THE EFFECTIVE DATE TO BE ABLE TO STUDY AND LEARN WHAT THOSE CHANGES ARE. SINCE THEY ARE SENT BULK MAIL, THEY ARE RECEIVED OFTEN 2 WKS LATE. IT IS HIS BELIEF THAT CTLRS RECEIVE THEIR COPIES WITH FIRST CLASS POSTAGE. SINCE THIS IS A 4-TIMES PER YR REVISION SVC IT CAN CAUSE PROBS WITH CTLRS WORKING WITH 1 SET OF INFO AND PLTS ANOTHER. IF THE COST OF FIRST CLASS MAIL IS THE PROB, HE BELIEVES THAT COST SHOULD BE ADDED TO THE SUBSCRIPTION SO REVISIONS ARRIVE PRIOR TO THE EFFECTIVE DATE. RPTR HAS TRIED THE ADDRESS IN FRONT OF AIM WITH NO RESPONSE TO HIS QUERIES.
