Narrative:
Approximately 45 mi south of fgt ZMP told us to cross pepper intersection at 7000 ft, we were cruising at 9000 ft. I tuned 7000 ft into the ADF as a reminder (we don't have an altitude alerter). First officer was PF. Center handed us off to approach as I was running the in-range checklist. Approach then told us to 'descend and maintain 7000 ft.' I then checked the DME and noticed we had crossed pepper intersection at 9000 ft and not 7000 ft as assigned. I was performing the in-range checklist when I should have been warning the first officer to descend. Aviate, navigation, communicate.
