Narrative:

Approach controller said for aircraft to descend to 14000 ft. Interpreted as 4000 ft and read back by myself as 4000 ft. Control didn't disagree. Captain said he heard 4000 ft also got to 13000 ft. (1000 ft off) when controller reminded us he only cleared us to 14000 ft.
