Narrative:

The problem occurred due to a misunderstanding of the departure clearance mostly because of lack of familiarity of the area and departure procedures and also the length and complexity of the clearance. The flight was cleared for the gnats #2 departure with talem transition from medford with the restr of 11000 ft crossing the 181 degree radial on the 15 DME ATC. The clearance was misunderstood to mean to intercept the 15 DME ATC on the 181 degree radial and therefore the flight crossed the fix below 11000 ft. The problem was noticed by departure radar. The problem could have been avoided by better familiarization and having taken more time to clarify the details of the clearance.

Title: ALTDEV, HDG DEV ON DEP.

Narrative: THE PROB OCCURRED DUE TO A MISUNDERSTANDING OF THE DEP CLRNC MOSTLY BECAUSE OF LACK OF FAMILIARITY OF THE AREA AND DEP PROCS AND ALSO THE LENGTH AND COMPLEXITY OF THE CLRNC. THE PROB COULD HAVE BEEN AVOIDED BY BETTER FAMILIARIZATION AND HAVING TAKEN MORE TIME TO CLARIFY THE DETAILS OF THE CLRNC.
