Narrative:

I was working aircraft X on departure level at 8000 ft. Arrival was working aircraft Y level at 9000 ft. Aircraft Y appeared to be projected to go behind aircraft X so I issued climb instructions to aircraft X. I immediately noticed aircraft Y in a turn, which would not have insured divergence, and instructed aircraft X to maintain 8000 ft. He (aircraft X) stated that he got an RA and was going to 8000 ft. The controller of aircraft Y was perfectly legal to turn the aircraft, I just 'jumped the gun' and tried to climb too soon.
