Narrative:

Numerous aircraft reported hearing FM100 on the localizer frequency 108.3. The pilots told me that they couldn't make out the localizer identify. This has been a continuous problem. We have been told that maintenance has been working on it. I believe the problem has been ongoing for about a yr. I'm concerned that we are going to see the repair job completed just after an accident. Callback conversation with reporter revealed the following information: reporter stated the problem has been idented to facility management. Several pilots have called the facility and reported the problem. The interference seems to stop inside 15 mi. Airline company person also called and stated several flcs have reported the runway 18L localizer interference to him. Supplemental information from acn 294057: while inbound from hli VORTAC to mem area and descending from 10000 ft on vectors for runway 18L ILS, we attempted to tune and identify the localizer frequency. All 3 receivers picked up a commercial broadcast station very clearly. Big band music was heard but no station identify. The signal seemed stronger when the aircraft was headed north and away from the airport. After turning inbound to the airport we were able to get a good identify for the localizer. We entered holding on the localizer at the 10 mi fix with 10 mi legs because of microburst activity reported on a 2 mi final by mem approach. During the hold at 3000 ft we received the radio station (music) while outbound and the ILS identify while inbound and closer to the station. Instrument comparator light was illuminating during the entire event, except when on final approach.

Narrative: NUMEROUS ACFT RPTED HEARING FM100 ON THE LOC FREQ 108.3. THE PLTS TOLD ME THAT THEY COULDN'T MAKE OUT THE LOC IDENT. THIS HAS BEEN A CONTINUOUS PROB. WE HAVE BEEN TOLD THAT MAINT HAS BEEN WORKING ON IT. I BELIEVE THE PROB HAS BEEN ONGOING FOR ABOUT A YR. I'M CONCERNED THAT WE ARE GOING TO SEE THE REPAIR JOB COMPLETED JUST AFTER AN ACCIDENT. DURING THE HOLD AT 3000 FT WE RECEIVED THE RADIO STATION (MUSIC) WHILE OUTBOUND AND THE ILS IDENT WHILE INBOUND AND CLOSER TO THE STATION. INST COMPARATOR LIGHT WAS ILLUMINATING DURING THE ENTIRE EVENT, EXCEPT WHEN ON FINAL APCH.
