Narrative:

Approach instructions were to cross 50 DME southwest of hto at 9000 ft MSL. I was at 10000 ft and 52 mi when I realized I wasn't going to make the restr. I told approach this and the reply was to make it pilot's discretion to 9000 ft. We had the engine anti-ice on and the 737-300 has very inefficient speed brakes. I'm new in the aircraft and I miscalculated the descent capabilities with anti-ice on.
