Narrative:

When landing runway 4L and runway 4R all runway 4R arrs must cross runway 4L to get to the terminals. While on final for runway 4L an aircraft was crossing from runway 4R to terminal causing a wild swing in the localizer signal. If the aircraft on final had not heard the controller clear the other aircraft to cross the runway and 'followed' the localizer signal to the right it would have put him in confliction with the aircraft on final for runway 4R.

Title: ERRATIC ILS INDICATIONS CAUSED BY ACFT TAXI RTES.

Narrative: WHEN LNDG RWY 4L AND RWY 4R ALL RWY 4R ARRS MUST CROSS RWY 4L TO GET TO THE TERMINALS. WHILE ON FINAL FOR RWY 4L AN ACFT WAS XING FROM RWY 4R TO TERMINAL CAUSING A WILD SWING IN THE LOC SIGNAL. IF THE ACFT ON FINAL HAD NOT HEARD THE CTLR CLR THE OTHER ACFT TO CROSS THE RWY AND 'FOLLOWED' THE LOC SIGNAL TO THE R IT WOULD HAVE PUT HIM IN CONFLICTION WITH THE ACFT ON FINAL FOR RWY 4R.
