Narrative:

After landing at jfk runway 13L, exited right at taxiway Y. Ground instructed us to turn right onto taxiway zb. Taxiway Y continues straight ahead and intersects F at runway 22R. This portion of taxiway Y is not depicted on the jfk 20-9 chart and where the cones are located. The port authority/authorized came out and helped us negotiate the cones, and we proceeded to taxi to the gate without further incident. Callback conversation with reporter revealed the following information: flight crew doesn't recall exactly if there were any signs giving them proper taxi directions but can't recall anything indicating exactly where the taxiway was they were to be on. Ironically, the newest airport chart fails to give proper information as to what they might encounter. Flight crew felt 2 problems existed. 1) no easily visible taxi signs. 2) improper chart of jfk txwys. Captain of flight crew feels he might have slowed his taxi speed to help locate proper taxiway to be on during taxi to the ramp area. A call to tower revealed that the taxiway has been closed for over a yr. There are flashing lights and barricades across this area making it obvious to anyone taxiing in the area that it is closed. Have not had any problems with pilots mistaking the intent of the barriers.
