Narrative:

We were cleared late and were told to contact the tower inside the OM. The captain was flying the approach while I was handling 'before landing checklist.' I was busy and doing my altitude 'callouts' when this occurred, I was distracted! The 'ground' controller told us we failed to contact the tower. Toronto tower said they would not violate us, but that they would log it in their log records. Factors that contributed were that we were tired. Had fought the WX all evening. Ice, snow, rain, IMC, etc. When I acknowledged the radio call to contact the tower inside the marker, my attention was diverted back to the cockpit checks before landing.
