Narrative:

On approach in to sbp while flying the localizer ii, I was the PF. Since there is no DME on the localizer approach we were using cross radials from the mqo VOR to identify step-down fixes. During the approach the PNF misidented dobra and we initiated a descent from 2300 ft. Once this mistake was realized we initiated a climb back to 2300 ft. We descended to approximately 1700 ft before corrective action was initiated.

Title: ATX DSCNT BELOW XING RESTR WHILE ON APCH.

Narrative: ON APCH IN TO SBP WHILE FLYING THE LOC II, I WAS THE PF. SINCE THERE IS NO DME ON THE LOC APCH WE WERE USING CROSS RADIALS FROM THE MQO VOR TO IDENT STEP-DOWN FIXES. DURING THE APCH THE PNF MISIDENTED DOBRA AND WE INITIATED A DSCNT FROM 2300 FT. ONCE THIS MISTAKE WAS REALIZED WE INITIATED A CLB BACK TO 2300 FT. WE DSNDED TO APPROX 1700 FT BEFORE CORRECTIVE ACTION WAS INITIATED.
