Narrative:

Washington center changed our arrival into bwi from the OTT3 to the RAVNN1. After passing sabbi intersection at 15000 ft; potomac approach cleared us to descend via the RAVNN1 arrival. Both captain and myself agreed that the only other restr on the arrival was ravnn at 6000 ft. We even commented that this was a straight forward arrival when coming in over ric. Shortly thereafter potomac approach informed us we were below the 9000 ft restr at ott VOR. We rechked the chart and for a few seconds still did not see the 9000 ft ott restr. ATC informed us there was no conflict and the flight continued normally to bwi. Observations: 1) bad luck or coincidence that we both missed the published restr. 2) all other published altitude restrs on the ravnn arrival except the csn crossing are published below the intersection name. We both looked but did not see the ott restr perhaps because of the opposite orientation of the restr to the VOR name. Yet this appears to be a common commercial chart orientation for VOR crossing restrs. 3) I had flown close to 27 hours in the last 6 days.

Title: DSCNT BELOW THE CROSSING RESTR AT OTT VOR AFTER A CHANGE IN ARR PROC AT BWI.

Narrative: WASHINGTON CTR CHANGED OUR ARR INTO BWI FROM THE OTT3 TO THE RAVNN1. AFTER PASSING SABBI INTXN AT 15000 FT; POTOMAC APCH CLRED US TO DSND VIA THE RAVNN1 ARR. BOTH CAPT AND MYSELF AGREED THAT THE ONLY OTHER RESTR ON THE ARR WAS RAVNN AT 6000 FT. WE EVEN COMMENTED THAT THIS WAS A STRAIGHT FORWARD ARR WHEN COMING IN OVER RIC. SHORTLY THEREAFTER POTOMAC APCH INFORMED US WE WERE BELOW THE 9000 FT RESTR AT OTT VOR. WE RECHKED THE CHART AND FOR A FEW SECONDS STILL DID NOT SEE THE 9000 FT OTT RESTR. ATC INFORMED US THERE WAS NO CONFLICT AND THE FLT CONTINUED NORMALLY TO BWI. OBSERVATIONS: 1) BAD LUCK OR COINCIDENCE THAT WE BOTH MISSED THE PUBLISHED RESTR. 2) ALL OTHER PUBLISHED ALT RESTRS ON THE RAVNN ARR EXCEPT THE CSN CROSSING ARE PUBLISHED BELOW THE INTXN NAME. WE BOTH LOOKED BUT DID NOT SEE THE OTT RESTR PERHAPS BECAUSE OF THE OPPOSITE ORIENTATION OF THE RESTR TO THE VOR NAME. YET THIS APPEARS TO BE A COMMON COMMERCIAL CHART ORIENTATION FOR VOR CROSSING RESTRS. 3) I HAD FLOWN CLOSE TO 27 HOURS IN THE LAST 6 DAYS.
