Narrative:

I entered the traffic pattern on downwind. 2 aircraft in front of me, 2 others doing touch-and-goes. I called out downwind. Going downwind I heard an aircraft state that he was over skippy NDB. That's all that was said. I was following a cessna. He was turning base to final, I was turning base. When I was about to turn final when I looked right and saw a high wing cessna unannounced on final about 300 ft in front of me. I had to make a steep right turn to avoid a midair. When I turned I called out on the radio that he had cut me off. He gave no response. After landing I went and got a copy of 91-126 to show him and they left without ever talking to me.
