Narrative:

On sector 7 during the usual XA00 pm push, slc approach control mandated that the ZLC sector 7 controller feed all aircraft filed less than 230 KTS to them on V21 regardless of how they were filed. This operation is not covered by a LOA between ZLC and slc approach. During this operation slc approach 'shut off' arrs from ZLC sector 7 (due to medical emergency). As a result, I had to vector many aircraft to prevent the aircraft from penetrating approach airspace, and to keep separation. A C208 at 11000 ft MSL was vectored to a 360 degree heading for a traffic situation. While on the heading I assigned, the C208 entered an area where my minimum IFR altitude is 11700 ft. The MSAW was activated and I vectored the aircraft to lower terrain. A higher altitude was not available due to traffic at 12000 ft. The main factor for my error was due to highly irregular arrival procedures imposed by slc approach. And the poor procedures used by ZLC tmu (allowing the number of aircraft that were in sector 7 at the time). No active ground delay program was in place at the time of reduced acceptance by slc approach. The whole situation was avoidable by using standard procedures agreed upon in the LOA between the 2 facilities.
