Narrative:

Initial altitude assignment FL300. Restr issued by naha control FL290. Clearance issued by naha control at XA32Z on VHF. 'Climb to maintain FL310 until reaching 134 east, then climb to maintain FL330.' clearance issued via naha radio (HF 8903) at XA47Z: 'descend immediately to maintain FL290.' traffic conflict occurred at XA47Z approaching bixak intersection at FL310. TCASII alerted us with a 'TA' followed by an immediate 'RA.' traffic was sighted and evasive action taken. As the TCASII was activating we were selcaled on HF 8903 by naha radio and told to 'descend immediately' to FL290. Suspect an error or lack of coordination between naha radio, naha control, and other aircraft. Naha radio later idented the other aircraft as a 'mlt B' or 'XXXB.' the aircraft appeared to be a military transport type.

Narrative: INITIAL ALT ASSIGNMENT FL300. RESTR ISSUED BY NAHA CTL FL290. CLRNC ISSUED BY NAHA CTL AT XA32Z ON VHF. 'CLB TO MAINTAIN FL310 UNTIL REACHING 134 E, THEN CLB TO MAINTAIN FL330.' CLRNC ISSUED VIA NAHA RADIO (HF 8903) AT XA47Z: 'DSND IMMEDIATELY TO MAINTAIN FL290.' TFC CONFLICT OCCURRED AT XA47Z APCHING BIXAK INTXN AT FL310. TCASII ALERTED US WITH A 'TA' FOLLOWED BY AN IMMEDIATE 'RA.' TFC WAS SIGHTED AND EVASIVE ACTION TAKEN. AS THE TCASII WAS ACTIVATING WE WERE SELCALED ON HF 8903 BY NAHA RADIO AND TOLD TO 'DSND IMMEDIATELY' TO FL290. SUSPECT AN ERROR OR LACK OF COORD BTWN NAHA RADIO, NAHA CTL, AND OTHER ACFT. NAHA RADIO LATER IDENTED THE OTHER ACFT AS A 'MLT B' OR 'XXXB.' THE ACFT APPEARED TO BE A MIL TRANSPORT TYPE.
