Narrative:

After 45 mins in cruise flight, right hydraulic pressure low light flickered on and off. First officer noted hydraulic quantity had decreased to 5 quarts and turned right hydraulic pump off. Quantity remained at 5 quarts. Followed hydraulic fluid loss checklist and right hydraulic system failure checklist. Proceeded to destination, stl. Utilized manual gear extension procedure via checklist. After landing, maintenance secured landing gear doors and towed aircraft to gate. I had emergency equipment standing by but did not declare an emergency. After tow-in to the gate, maintenance noted hydraulic fluid leaking from tail cone area. Cooperation by flight dispatch, mci and stl maintenance, ATC, flight attendants and first officer was excellent! After flight dispatch had coordinated with stl tower to have emergency equipment standing by, as a precautionary measure, and that we did not have an emergency, I had to spend an inordinate amount of time with ATC denying I had an emergency. I was first contacted by ZMP with them stating they understood I had an emergency (relayed by mkc) and that they were going to close stl airport for our arrival. After again contacting flight dispatch I was informed washington had got involved and that they were the ones that wanted stl to close the airport. It was finally resolved and the stl airport was not closed for our arrival. Landing was normal and aircraft was towed to gate in approximately 10-15 mins.

AFTER AGAIN CONTACTING FLT DISPATCH I WAS INFORMED WASHINGTON HAD GOT INVOLVED AND THAT THEY WERE THE ONES THAT WANTED STL TO CLOSE THE ARPT. IT WAS FINALLY RESOLVED AND THE STL ARPT WAS NOT CLOSED FOR OUR ARR. LNDG WAS NORMAL AND ACFT WAS TOWED TO GATE IN APPROX 10-15 MINS.
