Narrative:

While rapidly descending from FL240 to 17000 over dbq VOR, aircraft descended below cleared altitude (17000 ft) to 16800 ft. Another aircraft was approaching us about 3 mi away and he was at 16000 ft. We received a TCASII RA to 'monitor vertical speed' and not descend (red advisory on ivsi from 500-2000 FPM. The aircraft was on autoplt and we were descending rapidly to avoid turbulence at cruise altitude and during initial descent. I suspect a malfunction of the autoplt and annotated the problem in the aircraft logbook. Maintenance action pending.
