Narrative:

Midshift, dec/fri/94, I observed the mso radar position (2) not working (no sweep), and the entire radar control panel OTS (no power). I called mcc (denver) and advised of mso outage. I was on duty until XA00 am next day, and received several phone calls from mcc (FAA department where all outages are reported to) for information on who to call in missoula, mt (radar technician). I advised mcc of all available radar technicians here (geg) and at missoula to call for outages. Mcc (on last call to me) advised they were not able to contact the several technicians whose names I gave him. Thus, we were not able to open missoula approach and provide services as normally scheduled the following morning. Callback conversation with reporter revealed the following: reporter stated he had filed a ucr on technician recall to restore equipment and has received no response. Equipment was not restored until late the next day.

Title: ATC EQUIP PROB RADAR FAILURE AND NO TECHNICIAN AVAILABLE TO RESTORE EQUIP TO OP.

I ADVISED MCC OF ALL AVAILABLE RADAR TECHNICIANS HERE (GEG) AND AT MISSOULA TO CALL FOR OUTAGES. MCC (ON LAST CALL TO ME) ADVISED THEY WERE NOT ABLE TO CONTACT THE SEVERAL TECHNICIANS WHOSE NAMES I GAVE HIM. THUS, WE WERE NOT ABLE TO OPEN MISSOULA APCH AND PROVIDE SVCS AS NORMALLY SCHEDULED THE FOLLOWING MORNING. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATED HE HAD FILED A UCR ON TECHNICIAN RECALL TO RESTORE EQUIP AND HAS RECEIVED NO RESPONSE. EQUIP WAS NOT RESTORED UNTIL LATE THE NEXT DAY.
