Narrative:

After the implementation of the new airspace designations, some of the airspace in the vicinity of the lax airport changed requirements for ATC clrncs in a fashion that could contribute to a dangerous situation. The airspace lying south of lax, along a radius from lax and below the floor of the class B airspace associated with lax is designated as class D airspace controled by hawthorne airport (hhr). This airspace begins at the surface vertical and extends almost to the southern field boundary of lax horizontal, as depicted by the blue segmented circle about a radius from lax and an additional radius from the hhr airport. As the floor of the class B airspace south of lax does not extend to the surface and the class D airspace associated with hhr is of a part-time nature, aircraft could operate after the active hours of the hhr class D airspace along the southern boundary of lax down to the surface without the requirement for an ATC clearance and in very close proximity to operations at lax without even the requirement for any 2-WAY communications. This airspace, before the redesignation, was a surface area of the lax TCA and greater separation was assured. I would very much welcome a response to these comments, as I have been unable to resolve these questions through local contacts in the los angeles area. Callback conversation with reporter revealed the following information: procedures specialist at lax tower confirmed airspace D at hhr reverts to class G airspace when hhr tower closes. He said lax has no aircraft to control in that area 1 mi south of lax. Hhr tower supervisor stated that lax does not allow aircraft under their control to enter airspace 1 mi south of the airport and that is why the airspace reverts to class G.

THE AIRSPACE LYING S OF LAX, ALONG A RADIUS FROM LAX AND BELOW THE FLOOR OF THE CLASS B AIRSPACE ASSOCIATED WITH LAX IS DESIGNATED AS CLASS D AIRSPACE CTLED BY HAWTHORNE ARPT (HHR). THIS AIRSPACE BEGINS AT THE SURFACE VERT AND EXTENDS ALMOST TO THE SOUTHERN FIELD BOUNDARY OF LAX HORIZ, AS DEPICTED BY THE BLUE SEGMENTED CIRCLE ABOUT A RADIUS FROM LAX AND AN ADDITIONAL RADIUS FROM THE HHR ARPT. THIS AIRSPACE, BEFORE THE REDESIGNATION, WAS A SURFACE AREA OF THE LAX TCA AND GREATER SEPARATION WAS ASSURED. I WOULD VERY MUCH WELCOME A RESPONSE TO THESE COMMENTS, AS I HAVE BEEN UNABLE TO RESOLVE THESE QUESTIONS THROUGH LCL CONTACTS IN THE LOS ANGELES AREA. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: PROCS SPECIALIST AT LAX TWR CONFIRMED AIRSPACE D AT HHR REVERTS TO CLASS G AIRSPACE WHEN HHR TWR CLOSES. HE SAID LAX HAS NO ACFT TO CTL IN THAT AREA 1 MI S OF LAX. HHR TWR SUPVR STATED THAT LAX DOES NOT ALLOW ACFT UNDER THEIR CTL TO ENTER AIRSPACE 1 MI S OF THE ARPT AND THAT IS WHY THE AIRSPACE REVERTS TO CLASS G.
