Narrative:
Air carrier X -- routed roa, aldan, rdu at FL210 (gso inbound) uga Y was rted gve, gso at FL220 -- uga Y requested lower and, said unable and called the FL210 traffic to him. I descended air carrier X from FL210 to FL200. Uga Y evidently took the clearance and, I didn't realize it until uga Y reported that he was out of FL220 for FL200 my response was negative, negative maintain FL220 at which time uga Y returned to FL220.

Narrative: ACR X -- ROUTED ROA, ALDAN, RDU AT FL210 (GSO INBOUND) UGA Y WAS RTED GVE, GSO AT FL220 -- UGA Y REQUESTED LOWER AND, SAID UNABLE AND CALLED THE FL210 TFC TO HIM. I DSNDED ACR X FROM FL210 TO FL200. UGA Y EVIDENTLY TOOK THE CLRNC AND, I DIDN'T REALIZE IT UNTIL UGA Y RPTED THAT HE WAS OUT OF FL220 FOR FL200 MY RESPONSE WAS NEGATIVE, NEGATIVE MAINTAIN FL220 AT WHICH TIME UGA Y RETURNED TO FL220.
