Narrative:

Stable approach to runway 5 (ILS/DME) at nstu by first officer. WX prior to commencing approach: 1600 broken, 4000 overcast, visibility 3 mi with light rain, wind 030 degrees at 10 KTS. 29.81 MB. At approximately 200 ft AGL with runway still in sight (mins 281 ft MSL/1/2 mi: 'RAIL' in sight at 381 ft MSL. Runway in sight at 281 ft MSL.) I took command control of aircraft in that the aircraft was drifting left and no corrective actions were being made on part of first officer. My statement 'I have the aircraft, landing.' during flare, rain rapidly increased to heavy (I still maintained visual to runway). Aircraft was in runway environment at all times. Immediate post flight after landing, while on runway, due to abnormal acceleration to taxi off runway, revealed #1 and #2 front left wing gear tires blown and lower cowl of #1 engine made contact with runway. After landing requested WX for record: 1500 overcast, 1 mi, heavy rain, 29.79 MB, wind 100 degrees at 13 KTS. Crew adequately rested before commencing trip.
