Narrative:

I shot an instrument approach to minimums at reno -- did not break out and conducted the published missed approach. We were instructed to hold on the localizer but the localizer was not reliable so we held as published at mustang. After the runway was plowed and the WX improved, we were vectored for another approach. We were handed off from approach control to tower frequency and cleared to land. We broke out of the overcast at approximately 800 AGL, and at 300-400 ft AGL instructed to 'go around, snow (vehicle) plow on the runway.' at that point we were at minimum (bingo) fuel. We proceeded to our altitude -- sacramento.

Title: LGT FORCED TO DIVERT AFTER INSTRUCTED TO MAP BECAUSE OF SNOW PLOW ON RWY.

Narrative: I SHOT AN INST APCH TO MINIMUMS AT RENO -- DID NOT BREAK OUT AND CONDUCTED THE PUBLISHED MISSED APCH. WE WERE INSTRUCTED TO HOLD ON THE LOC BUT THE LOC WAS NOT RELIABLE SO WE HELD AS PUBLISHED AT MUSTANG. AFTER THE RWY WAS PLOWED AND THE WX IMPROVED, WE WERE VECTORED FOR ANOTHER APCH. WE WERE HANDED OFF FROM APCH CTL TO TWR FREQ AND CLRED TO LAND. WE BROKE OUT OF THE OVCST AT APPROX 800 AGL, AND AT 300-400 FT AGL INSTRUCTED TO 'GAR, SNOW (VEHICLE) PLOW ON THE RWY.' AT THAT POINT WE WERE AT MINIMUM (BINGO) FUEL. WE PROCEEDED TO OUR ALT -- SACRAMENTO.
