Narrative:

Air carrier X inbound on magic arrival at 11000 ft never took the handoff aircraft. Calls me 8 mi inside my airspace still flashing in handoff status. Handoff wasn't taken due to traffic saturation and switching to simultaneous ILS's for runways 18L and 18R. Tried to call ZTL sector to hold aircraft on arrival but ZTL would not answer land line.

HDOF WASN'T TAKEN DUE TO TFC SATURATION AND SWITCHING TO SIMULTANEOUS ILS'S FOR RWYS 18L AND 18R. TRIED TO CALL ZTL SECTOR TO HOLD ACFT ON ARR BUT ZTL WOULD NOT ANSWER LAND LINE.
