Narrative:

I was cleared visual to runway 24. Told of light twin to left and saw him briefly. At that time, aircraft was slightly ahead of me. I flew a tight right base and gained a 1/2 mi final. Landed without incident. Captain gets call from tower to call pilot of light twin. Was told captain saw him at all times. Captain never advised me if I had any conflict with twin. I never did see aircraft in my descent on base. In my opinion, tower did a poor job of control as light twin asked, on his own, for runway 30 to solve any conflict.
