Narrative:

Atx X departed norman, ok, and was turned to a heading for on course which would take the aircraft close to tinker AFB and departing aircraft. I was training a developmental and another position was combined with ours. There were aircraft on frequency -- military and civilian -- so frequency congestion was a factor. As X approached tinker AFB, military Y a heavy E3 departed tinker sbound and conflicted with X. 1.7 mi and 700 ft vertical was the separation between the 2 aircraft until course divergence was established. Air traffic position were combined at the time, 4 different frequencys were in use -- I was training a developmental.
