Narrative:

Flight departed dfw runway 17R on heading 175 -- climbing to 10000 ft, altitude 30.03. At about 1200 ft, a saab was observed 400 ft left and 50 ft below cockpit flying parallel to us. In about 4 seconds, he made a turn towards the east and we took no evasive action. The other aircraft seemed to come from below and behind us. At the time, TCASII was still in the TA mode only so no RA was given. A saab flight was cleared for takeoff on runway 17L behind us and I believe that aircraft we saw was him.
