Narrative:

While acting as safety pilot I permitted the PF (under hood) to enter class 'D' airspace without first establishing 2-WAY radio contact with tower. Lear jet departing runway 9 turned left in front of us. Visual scanning and landing lights helped recognize situation and avoid. Had I been on tower frequency when I should have been, we would not have had this incident.
