Narrative:

I accepted a handoff on air carrier X on the she arrival at 12000 ft 250 KTS. I then accepted a handoff on air carrier Y on a heading to join the shine arrival descending to 12000 ft but showing 460 KTS across the ground. (At the time, they were supposed to provide 15 mi in trail spacing. Aircraft were also to be level at 12000 ft and slowed to 250 KTS as per the LOA). My first transmission to air carrier Y was 'do you have the traffic in sight 11 O'clock and 3 mi?' he said no, so I told him to turn right heading 220 degrees. He said he then had the traffic in sight. I said roger for him to slow to 210 KTS and to proceed direct clt. I at no time saw less than standard separation between these 2 aircraft, however, the data information showed less than 3 mi and 1000 ft.

MY FIRST XMISSION TO ACR Y WAS 'DO YOU HAVE THE TFC IN SIGHT 11 O'CLOCK AND 3 MI?' HE SAID NO, SO I TOLD HIM TO TURN R HDG 220 DEGS. HE SAID HE THEN HAD THE TFC IN SIGHT. I SAID ROGER FOR HIM TO SLOW TO 210 KTS AND TO PROCEED DIRECT CLT. I AT NO TIME SAW LTSS BTWN THESE 2 ACFT, HOWEVER, THE DATA INFO SHOWED LESS THAN 3 MI AND 1000 FT.
