Narrative:

Air carrier X from dfw to mex. Air carrier X was cleared present position, just north of aus, RNAV direct to cvm flight plan route FL310 by ZHU. Houston handed air carrier X off to mty center. Upon establishing radio contact with mty center on 124.5, air carrier X was confirmed radar contact at FL310. On the cvm OO1/B5 air carrier X heard mty center say in mexican for foreign air carrier Y to descend immediately out of FL310 for FL200. When visually acquiring the aircraft, it was passing from left to right on a collision course and crossed directly under air carrier X less than 1000 ft. No call was made to air carrier X. When air carrier X asked mty center about the events, the only thing said was that the aircraft was descending from FL310 to FL200. No further action was taken.

Narrative: ACR X FROM DFW TO MEX. ACR X WAS CLRED PRESENT POS, JUST N OF AUS, RNAV DIRECT TO CVM FLT PLAN RTE FL310 BY ZHU. HOUSTON HANDED ACR X OFF TO MTY CTR. UPON ESTABLISHING RADIO CONTACT WITH MTY CTR ON 124.5, ACR X WAS CONFIRMED RADAR CONTACT AT FL310. ON THE CVM OO1/B5 ACR X HEARD MTY CTR SAY IN MEXICAN FOR FOREIGN ACR Y TO DSND IMMEDIATELY OUT OF FL310 FOR FL200. WHEN VISUALLY ACQUIRING THE ACFT, IT WAS PASSING FROM L TO R ON A COLLISION COURSE AND CROSSED DIRECTLY UNDER ACR X LESS THAN 1000 FT. NO CALL WAS MADE TO ACR X. WHEN ACR X ASKED MTY CTR ABOUT THE EVENTS, THE ONLY THING SAID WAS THAT THE ACFT WAS DSNDING FROM FL310 TO FL200. NO FURTHER ACTION WAS TAKEN.
