Narrative:

The filing of this form was precipitated by the observation by an FAA inspector of a possible violation of far 105 pt 13, when the inspector observed an aircraft flying west to east cross the parachute landing area at an altitude of 500 ft as skydivers were exiting from an altitude of 16000 ft MSL. My performance as PIC has always been to follow those mandated by the FAA as well as visually clearing the area. The fact that skydive operations have existed in the same location for 15 yrs, a permanent NOTAM is on file over the parachute landing area conforms with the guidelines established by the FAA.
