Narrative:

Flight at 12000 ft deviating east of V378, south of mxe VOR due to thunderstorm activity along airway at approximately 35 mi north of bwi, center advised traffic inbound to bwi was stopped. They requested us to turn right for holding. We advised unable due to thunderstorm activity east of our position. Center stated R4001 was active off our left side. We advised unable right turn. We would try to make a tight left turn. During turn, center advised us to squawk 7700 as we had entered the restr area. We complied and exited approximately 1 min later and returned to normal squawk.

Narrative: FLT AT 12000 FT DEVIATING E OF V378, S OF MXE VOR DUE TO TSTM ACTIVITY ALONG AIRWAY AT APPROX 35 MI N OF BWI, CTR ADVISED TFC INBOUND TO BWI WAS STOPPED.
