Narrative:

Approach control gave us a late turn to intercept runway 9L localizer while flying mostly in the clouds at 3000 ft MSL. We were overshooting localizer at 3000 ft when we got an RA 'descend, now' advisory. Responded by beginning descent still in a turn. Came out of clouds to see commuter type aircraft at our altitude with his belly up to us indicating he had been overshot to runway 9R localizer also. Advised controller of descent due to RA. Approach control then cleared us to 1500 ft MSL. Approach continued with normal landing.

Title: POTENTIAL CONFLICT. SYS ERROR.

Narrative: APCH CTL GAVE US A LATE TURN TO INTERCEPT RWY 9L LOC WHILE FLYING MOSTLY IN THE CLOUDS AT 3000 FT MSL. WE WERE OVERSHOOTING LOC AT 3000 FT WHEN WE GOT AN RA 'DSND, NOW' ADVISORY. RESPONDED BY BEGINNING DSCNT STILL IN A TURN. CAME OUT OF CLOUDS TO SEE COMMUTER TYPE ACFT AT OUR ALT WITH HIS BELLY UP TO US INDICATING HE HAD BEEN OVERSHOT TO RWY 9R LOC ALSO. ADVISED CTLR OF DSCNT DUE TO RA. APCH CTL THEN CLRED US TO 1500 FT MSL. APCH CONTINUED WITH NORMAL LNDG.
