Narrative:
En route from elp to myf. Navy jet aircraft believed to be on climb from el centro departing wbound passed immediately below and to my right. I did not see the other aircraft until it was at my 2 O'clock position. Other aircraft was not generating either excessive speed or power. Other than proximity or right turn by me, no danger. I believe other aircraft had visual contact. Checked visually and on VOR to make sure I was on airway and south of el centro 'right' area which I confirmed. Prior to encounter I was monitoring la center (128.6). I had switched to get myf ATIS. Vors were within 2 degrees by both vot tests and confirmation with center of position on airway.
