Narrative:

Air carrier X was cleared into position and hold on runway 9L at fll as a single engine mooney, Y, was landing. As the mooney appeared to be approximately halfway down the runway, it turned left and appeared to be exiting the runway. We were then cleared for takeoff and established takeoff thrust. At that point, the mooney, Y, then turned back right and appeared to be taxiing on the left edge of the runway. We then rejected our takeoff at approximately 100 KTS, stopping short of the mooney. Conclusions: we should not have been cleared nor started our takeoff roll until the mooney was completely clear of the runway.

Title: SMA Y RWY INCURSION HAD LTSS FROM ACR X ABORTED TKOF.

Narrative: ACR X WAS CLRED INTO POS AND HOLD ON RWY 9L AT FLL AS A SINGLE ENG MOONEY, Y, WAS LNDG. AS THE MOONEY APPEARED TO BE APPROX HALFWAY DOWN THE RWY, IT TURNED L AND APPEARED TO BE EXITING THE RWY. WE WERE THEN CLRED FOR TKOF AND ESTABLISHED TKOF THRUST. AT THAT POINT, THE MOONEY, Y, THEN TURNED BACK R AND APPEARED TO BE TAXIING ON THE L EDGE OF THE RWY. WE THEN REJECTED OUR TKOF AT APPROX 100 KTS, STOPPING SHORT OF THE MOONEY. CONCLUSIONS: WE SHOULD NOT HAVE BEEN CLRED NOR STARTED OUR TKOF ROLL UNTIL THE MOONEY WAS COMPLETELY CLR OF THE RWY.
