Narrative:

Shortly after takeoff from seoul, runway 32R, our TCASII system issued a 'RA' requiring us to stop our initial climb and subsequently avoided a collision with a military twin engine turboprop (king air 200 or similar). The airport ATIS reported 35 scattered, 10 KTS visibility, 240/08 KTS, 29.81 inches. I was the acting first officer and we had received a clearance from sel departure direct shrimp intersection and were climbing through approximately 13000 ft to FL330 at en route climb speed. We were in VFR conditions and the initial 'traffic' warning showed the traffic 2600 ft above us and distance decreasing. The captain was flying and disengaged the autoplt immediately and followed the TCASII advisory, pushing the nose over, stopping our climb. I did visually spot the traffic at my 11 O'clock, moving to my 3 O'clock position and verbally informed the captain while maintaining visual contact. In addition I radioed sel departure and announced our actions and TCASII 'RA.' sel departure would not reply or acknowledge the conflict. The conflicting traffic passed above us within 500- 700 ft altitude at an altitude of approximately 14000-16000 ft. We did not deviate from our clearance at any time and once we were visually clear we continued our normal climb to cruise altitude. The maneuver did not cause any disturbance to our service or passenger. I feel that sel departure neglected to issue a TA and I do not know why they would not acknowledge the 'conflict.' I also feel that the TCASII system worked exceptionally well and averted a collision. Conflicting aircraft above, seemed to be in level flight and never realized conflict.

I WAS THE ACTING FO AND WE HAD RECEIVED A CLRNC FROM SEL DEP DIRECT SHRIMP INTXN AND WERE CLBING THROUGH APPROX 13000 FT TO FL330 AT ENRTE CLB SPD. WE WERE IN VFR CONDITIONS AND THE INITIAL 'TFC' WARNING SHOWED THE TFC 2600 FT ABOVE US AND DISTANCE DECREASING. THE CAPT WAS FLYING AND DISENGAGED THE AUTOPLT IMMEDIATELY AND FOLLOWED THE TCASII ADVISORY, PUSHING THE NOSE OVER, STOPPING OUR CLB. I FEEL THAT SEL DEP NEGLECTED TO ISSUE A TA AND I DO NOT KNOW WHY THEY WOULD NOT ACKNOWLEDGE THE 'CONFLICT.' I ALSO FEEL THAT THE TCASII SYS WORKED EXCEPTIONALLY WELL AND AVERTED A COLLISION. CONFLICTING ACFT ABOVE, SEEMED TO BE IN LEVEL FLT AND NEVER REALIZED CONFLICT.
