Narrative:

For some reason the emergency frequencies 121.5 and 243.0 are, for all purposes, inoperable at ZNY. The receivers and transmitters are located on site and out of range of our airspace. We cannot hear an aircraft calling in distress in our area of responsibility on 121.5. Callback conversation with reporter revealed the following information: ZNY area supervisor stated frequency 121.5/243 are monitored in each area supervisor stated frequency 121.5/243.0 are monitored in each area and are functioning normally. Frequency can be piped into each operating position.
